Louisiana does not hand out contract security licenses. The state requires a company to name a qualifying agent, a specific human being with three consecutive years of experience running or working in a licensed security company, or three years in law enforcement, who passes an exam, submits fingerprints, and personally carries responsibility for how the company operates. Roan Palmer is that person here.

Roan Palmer grew up in New Orleans and has spent more than twenty years in private security here: door and floor security for bars and nightlife, set and location security for film productions, and senior roles at established security companies, running posts and the people on them. Resolute is that experience under his own name.

The job is not complicated and it is still done badly almost everywhere. An officer either shows up on time or does not. The post orders are either written down or made up on the spot. The report either tells you what happened or it is a signature on a clipboard. Somebody either answers the phone at 2 a.m. or they do not. This company exists to get those four things right, in Greater New Orleans and across South Louisiana.

Six things to verify, about us or anyone else

Eleven of the fifteen Louisiana security companies we reviewed do not publish a license number anywhere on their website. Here is ours, and here is what each line protects you from.

  • Company license

    Issued by the Louisiana State Board of Private Security Examiners. Search for Resolute Security, LLC on the board's public lookup (choose "Companies"); you will see the company license and the name of our qualifying agent. Prefer a person?   • General liability

    Limits published when the policy is bound

    Louisiana requires a licensed company to carry general liability coverage naming the State as an additional insured, covering hiring, training and retention, errors and omissions, firearms and care, custody and control, with a statutory floor of $500,000. Limits are published here the day the policy is bound, and the certificate goes out with the first quote. Ask any company for the certificate before you sign, including us.

  • Workers' compensation

    Carried from officer one

    Mandatory in Louisiana from the first employee. It matters to you because an uninsured officer who is hurt on your property becomes your problem. Ask any company you are considering to show you the policy, not just say the word.

  • Employment classification

    W-2 employees only

    Louisiana's licensing board has made clear that contract security officers must be W-2 employees. A 1099 guard is not covered by the company's general liability policy, which means the coverage you think you bought does not exist. We do not staff 1099 officers under any circumstances, including one-night events.

  • Bonded

    Not yet, and we will not say otherwise

    A third-party fidelity bond covers employee dishonesty. Louisiana does not require one, which is exactly why so many companies put the word "bonded" in their header without holding one. We have not bought a bond yet, so the word is not on this site. When we do, the certificate number goes here.

  • Officer registration

    Every officer, before the first shift

    Every officer we hire is registered with the state board, with fingerprints submitted for a state and federal background check, before they work a shift for us, and they carry the card on duty. Working unregistered is illegal in Louisiana and it voids the protection you are paying for. Ask us, or any company, to show you a card.

How somebody gets onto your property

The industry's turnover problem is real, and it is mostly a hiring and scheduling problem rather than a people problem. This is our sequence, and there are no steps we skip when we are short-staffed.

  1. Background before hello

    State and federal criminal background check through board-submitted fingerprints. No felony convictions, no crimes of violence, no crimes of moral turpitude. Unarmed officers are 18 or older; armed officers are 21 or older.

  2. We call the last two employers

    Not the references on the application, the actual supervisors. Attendance history is the best predictor we have of whether an officer will show up at 11 p.m. on a Sunday.

  3. Registration filed immediately

    Louisiana requires an officer registration application to reach the board within 20 calendar days of hire. We file inside 48 hours and schedule fingerprints in the same week. The officer carries the temporary registration card until the permanent one arrives.

  4. State training, on our clock

    Eight hours of board-approved training within 30 days of hire and eight more within 60 days, each followed by an exam. We pay for it. An officer who has not completed the required block does not work past the deadline, the schedule enforces it, not somebody's memory.

  5. Armed officers qualify before they post

    Board-prescribed firearms training and range qualification before any armed assignment, then annual requalification with a written test and a marksmanship standard. Certifications live in the file with expiry alerts.

  6. Post orders before the first shift

    Nobody walks onto your property cold. Officers are briefed on your written post orders, walked through the site, and work their first shift with a supervisor available on the phone.
